Why the reeds took over

The wall of invasive common reed (Phragmites australis) choking the upper Pamet isn't a separate problem from the river's diking — it is that problem, viewed through the lens of one plant. Understanding why matters, because it determines what will actually work against it.

Salt is what normally keeps it in check

The aggressive, introduced lineage of phragmites is not especially salt-tolerant. In a healthy salt marsh flushed by full-strength seawater, salinity stress confines it to the brackish upper edges where fresh groundwater seeps in. Native salt-marsh grasses — cordgrass (Spartina) and its associates — outcompete it wherever the tide reliably brings salt.

The dike and culverts removed that stress

When the Truro Center Road dike, its tide gate, and the undersized Route 6 culvert cut off tidal exchange to the upper Pamet, the water upstream became progressively fresher. That released phragmites from the single condition holding it back. It spread across ground that had been hostile to it for a thousand years, crowding out native marsh vegetation that had lost its own competitive advantage.

What reinforced the spread

Drier, disturbed ground

Tidal restriction drains and aerates former marsh peat, drops soil sulfide levels, and creates exactly the substrate phragmites colonises fastest.

Nutrient enrichment

Nitrogen from valley septic systems and road runoff acts as fertiliser, and phragmites is unusually effective at exploiting excess nutrients — another edge over natives.

Physical disturbance

Road embankments, culvert work, and ditching create bare, disturbed edges that are ideal establishment sites. Dense rhizomes and windblown seed do the rest.

Why it persists

Once established, phragmites is self-reinforcing. It grows in tall, dense monocultures — up to twenty feet — accumulates thick litter, and shades out nearly everything else. It keeps expanding until the underlying conditions change. In the Pamet it has grown into the channel itself, choking tidal flow, trapping sediment, degrading water quality, and creating mosquito breeding habitat.

The Implication for Restoration

This is precisely why restoring tidal flow is the centrepiece of the remediation plan. Bringing controlled salt water back into the upper Pamet re-imposes the salinity stress phragmites cannot tolerate — generally the most durable form of control, and considerably more effective than cutting or herbicide alone, since those treatments never correct the freshened conditions that let the stand establish in the first place.

There is a caveat the research is careful about: phragmites is somewhat salt-tolerant, and if restored tidal flow is insufficient, it can expand rather than retreat. The National Marine Fisheries Service flagged exactly this risk. Culvert size is not a detail — it determines whether restoration suppresses the reeds or feeds them.
